SCHEME "F" - The WHS track site
as a viable alternative to improving Cottone field

This is to formally introduce a new proposal to improve the WHS track site as a viable alternative to improving Cottone field. It is called "Scheme F", using a format similar to that of Kaestle Boos Associates.

Attached is a summary for "Scheme F" listing the preliminary construction cost estimates to improve the track field site. The basis of the estimate is to use KBA's "Scheme A" (the 'bare bones' Cottone estimate) and adjust it based on additional or fewer needs to make the same improvements. Of course, the track site will need a new grandstand & bleacher. It is likely that any plan to improve Cottone field will also need to include a new grandstand & bleacher. The current structures do not meet current town building code and there may be federal mandates for ADA compliance (Americans with Disabilities Act). Furthermore, the Town should be compliant morally as well as legally for such improvements. The inclusion of grandstand/bleacher will increase the costs for Schemes "A" & "B" by $517,000 (including the 10% contiguency consideration) bringing those estimates to $1,871,760 and $2,496,980, respectively. The cost estimate for "Scheme F" is $1,655,748 or 12% less than the 'bare-bones' Scheme "A".

Also attached is a site plan drawing of the track site field. The same content and context for "Scheme F" has been provided as KBA did for their other schemes (A-E) in order to make comparisons easier. "Scheme F" is thus a legitimate proposal which can stand on its own merit and should be given the same level of diligent consideration.

What is still lacking in each of the schemes is a meaningful and diligent effort to address the costs and impacts of various environmental concerns and parking issues. Efforts on the part of the City of Seattle, Washington, and organizations within it could easily serve as a good framework for our own deliberations. All factors must be considered, not just the fields. Any scheme and solution will have a significant environmental and residential impact.
